On : 12.2.5 version, Workflow Issues

ACTUAL BEHAVIOR
---------------
User gets 'No notification ' message for PO receiving with OPM Sample Creation

When the user reviews the workflow , everything is normal, but the Workflow monitor result is "Notification not required".

EXPECTED BEHAVIOR
-----------------------
User gets Workflow Notification sent

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using Workflow Administrator responsibility , check workflow monitor for "Notification not required".
