Absences Created in Timecard not Appearing in HR and Element Entries

Information in this document applies to any platform.
With HR: Absences Integration with OTL set to Y, absences which were entered via OTL timesheets are not getting recorded. The issue started to happen after applying R12.HR_PF.B.Delta.10.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Responsibility -> OTL Self Service Timecard
2. Click on the Create Timecard button.
3. Enter an absence.
4. Submit the timesheet for approval.
5. Approve the timecard.
6. Check for the absences recorded for the employee.
