ACTUAL BEHAVIOR
Promotion Modifier doesn't apply all Modifier Lines as Expected

We have a Promotion Modifier, with multiple modifier lines.
There are 'Promotional goods' modifier lines, and a 'Terms Substitution' Payment Terms, modifier line. T
he Payment Terms modifier line we expect to apply every time the Promotion is applied to an order, and the Promotional Goods modifier line should apply when the Get item is present on the order.

The Promotional Goods portion of our modifier is working, but the Terms are not being applied when the Promotional goods lines are applied.
When the Promotional Goods lines are not applied, the Terms Substitution lines are updated.
We need both to be applied to these orders.
This happens with both our Payment Term and Freight Term modifier lines.

We have reviewed Doc ID 1468885.1 , and verified our Modifier is already set up in this configuration, but still fails to apply as expected.

EXPECTED BEHAVIOR
The Payment Terms is not applying when the PRG is applying.

STEPS TO REPRODUCE THE ISSUE
1. Order Management Super User
2. Orders, Returns
3. Sales Orders
4. Enter item and prg modifier applies, but TSN is not applying.
5. PRG Modifier is a Ask For.
