We are trying to performing a physical inventory, but when we take a Snapshot of inventory quantities the Freeze physical inventory output is generated empty even though there is on-hand inventory available.  Checking on the physical inventory tables after the snapshot is complete, you see:

- MTL_PHYSICAL_INVENTORIES has correct values for FREEZE_DATE and for NUMBER_OF_SKUS
- MTL_PHYSICAL_ADJUSTMENTS has the adjustments that were created and the appropriate fields are populated

Is this a setup issue, a data issue, a bug, or expected functionality?
