Fixed Asset: Non-Recovarable Tax Amount Is Reflecting In Prepare Mass Addition Screen As NEW (Doc ID 2309255.1)

Symptoms

On : 12.1.3 version, FA Addition

ACTUAL BEHAVIOR
---------------
GST Non Recoverable Misc Lines, do not populate CHARGE_APPLICABLE_TO_DIST_ID
on ap_invoice_distributions_all which is causing FA transferred in NEW status instead of MERGE status

EXPECTED BEHAVIOR
-----------------------
Expect the Non recoverable tax line too to come in Merged status

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Invoice with Non Recoverable tax , Validate and Account
2. Run Create Mass additions
3. In FA Mass Additions, see that the Non recoverable tax is in New status instead of Merged

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot get the tax line automatically merged with the parent line
