Administer Concurrent Manager Form (FNDCPVCM) Hangs After Applying RPC5 Patches

After applying RPC5 patches, the "Administer Concurrent Managers" - FNDCPVCM form hangs and never opens. Customer has a separate test environment that is not running on Exadata and is has RDBMS version 126.96.36.199. The RPC5 patches have been applied to that environment and do not see any performance issues on this form.
Differences are that the environment with the issue is running on Exadata and the database version is 188.8.131.52. Previously relinked FND, rebuilt CCMGR views and applied RDBMS patch 20355502 without any success.
The "Administer Concurrent Managers" / FNDCPVCM form should open up. Concurrent Manager Administration screen is not usable and concurrent requests are being delayed due to query slowness.
The issue can be reproduced at will with the following steps:
1. Apply RPC5 patches
2. Open the "Administer Concurrent Managers" / FNDCPVCM form
