Unable to upload Budget Journals when using webadi with Reversal Flag as Yes. (Doc ID 2309796.1)

Symptoms

On : 12.2.4 version, Journal Import

When attempting to upload budget journals using webadi with reversal as Yes, 
the following error occurs. 


ERROR
-----------------------
Unable to obtain Reversal Date information. Oracle.apps.bne.exception.BneSQLException: Cannot execute SQL Statement.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Desktop Integrator Responsibility
2. Create Document  
3. Upload
