BIP: Function "Generate An RTF Layout Based On Selected Data Model" Doesn't Work

Symptoms
In BI Publisher Enterprise 11.1.1.9, Creating a RTF template using the function "Generate an RTF layout based on selected Data Model"
Created a data model using a small xml data sample (50 kb) as an 'XML File' type Data Set.
Selected New > Report function and the new data model which then brings up the Create Layout window.
Selected the function 'Generate a RTF layout based on selected Data Model'
- entered a template name in the dialog box
Selected the 'Generate' button from that dialog box and got the error: "Your session has expired. Click OK to login again"
Then selecting the OK button brings you back to the Create Layout window.
