API INV_MOVE_ORDER_PUB.PROCESS_MOVE_ORDER Error "To Subinventory Is required" When Creating Move Order Lines For Move Order Issue (Doc ID 2310565.1)

Symptoms

When creating move order lines using API INV_Move_Order_Pub.Process_Move_Order (OR) INV_Move_Order_Pub.Create_Move_Order_Lines, user encounters error "To subinventory is required". However, this is not required when creating move order issue lines from the Application. Only the destination account is a required field.
