Workflow Background Process taking a very long time to complete.

EXPECTED BEHAVIOR

Expect WF Background process to finish in a reasonable time

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Scheduled WF Background Process to run every 15 mins
2. Process is taking a long time


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the submission and approvals of timecards are taking a long time.
