CANNOT RESUBMIT NON-SHIPPABLE ERROR TRANSACTION FROM RESUBMIT FORM

When attempting to process to IB from OM fulfillment, the system logs the error into csi_txn_errors table with source_type = 'CSICSOFL' (from
csi_custib_order_fulfill_pub.process_fulfilled_omlines) regardless whether the item's IB tracking level is 'CUSTIB' or 'COMPIB'.
Then when try to resubmit those error transactions from Install Base Administrator > Transaction Error Processing form,
those records cannot be resubmitted successfully.
Error shown in csi_txn_errors:
Organization for Item validation can be changed only when the Item is in Inventory.
You have Material Transaction_id (xxxxx) pending Prior to the Current Transaction. You need to process that first.
The issue can be reproduced at will with the following steps:
1. Create and book sales order
2. processed with "Interface Install base Lines"
3. Transaction does not interface to IB, and error cannot be reprocessed successfully.
