WIP Issue transaction allowed even when Material Status on Subinventory or Locator disallows WIP Issue

Symptoms
When using Oracle Forms and issue materials to batch, it allows the WIP Issue on subinventories or locators which have a material status that disallows the WIP Issue. This happens when stock is on LPN and the LPN is entered when doing the WIP Issue transaction.
This is only on where the status is set at subinventory and / or locator level. For status set at lot level disallowing WIP Issue it displays error message - irrespective if stock is on LPN or not. Where stock is not on LPN the subinventory or locator with status disallowing WIP issue cannot be selected.
