Benefits ACA Transmission XML Generation Process Error - FDPSTP failed due to ORA-20001 (Doc ID 2312656.1)

Context of Issue:
2016 ACA Submission for 5 GREs under one Transmitter has already been submitted and IRS response logged in EBS.
   - Transmitter GRE has person SSN Errors
   - Remaining 4 GREs have the 1094-028 error for the TotalForm1095CALEMemberCnt issue
   - Therefore, all 5 GREs needed to have archive re-run

All 5 Archive processes appear to have been run successfully, despite the last line of the error as shown below.

Error:
ORACLE error 20001 in FDPSTP

Cause: FDPSTP failed due to ORA-20001: :
ORA-06512: at "APPS.FND_MESSAGE", line 509
ORA-06512: at "APPS.BEN_ACA_XML_PROCESS", line 3779
ORA-06512: at line 1
The SQL statement being executed at the time of the error was: a10-AUG-2017 16:36:31

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Upload Error Data files from IRS for transmission
2. Run Error Data XML Process
3. Run Benefits ACA Correction Archive process for all GREs in commit mode.
4. Kick off the Benefits ACA XML Generation Process with Transmitter GRE specified in parameters.
  - See the process abend with the FDPSTP error.
