Symptoms

In 12.2.4 on table JTF_TERR_ALL records has TEMPLATE_FLAG and ESCALATION_TERRITORY_FLAG as NULL values. Due to these null columns, it is causing the seeded view JTF_TERRITORIES_NAV not returning those territories.
