Symptoms

On : 12.1.3 version, Tax Calculation

Error after activating the setup for tax exemption, the following error occurs when entering in a transaction

ERROR

An unexpected errror has occurred. Please contact your system administrator.

Upon generating an FND log file, the additional error message can be found

ZX.PLSQL.ZX_TDS_TAX_ROUNDING_PKG.round_tax Minimum Accountable Unit can not be 0

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a transaction
2. Receive an error message that there is an unexpected error message

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot enter a transaction
