Agent Script Does Not Always Run

Symptoms
On : 12.2.5 version, Scripting Runtime Engine
Oracle Script does not always run from Scripting agent.
users cannot switch responsibility and run the scripting demo form again. It 's working for the first time only.
ERROR

User does not have access to Scripting Servlet. Please contact your System
Administrator to make sure that you have the right responsibility to access
Scripting Servlet.::300::IES_SEC_FUNC_NO_ACCESS::IES_SERVLET_ENGINE::
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Oracle Scripting agent Responsibility and launch scripting demo form ( everything works as expected)
2. Now close the Scripting demo form and switch to Sys Admin Responsibility and launch user form
3. Close forms and exist applications and re-login and lauch scripting demo form again - error is shown
