Order Headers Not Closing When All Order Lines Are Cancelled

On : 12.1.3 version, Trx Changes & Cancellations

When attempting to Cancel an Order from Order Header via Action > Cancel order randomly the order header stays in BOOKED status while all lines of an order are Cancelled.
The workflow of the order header remains in deferred mode in wait activity.

Expected is order header should Cancel as well along with the lines of the order.

Note: The issue started happening of application of OM patches 21068635 and 20458218

The issue can be reproduced at will with the following steps:
1. Log Into Order Management Responsibility.
2. Navigate to Sales orders, returns> Sales orders.
3. Open the Sales order form
4.Query an order in Booked status.
5.Perform Action> Cancel order from Sales order header.

The issue has the following business impact:
Due to this issue, users cannot cancel the orders properly. The order does Cancel on the header once the workflow background process picks the deferred header activity.
However cancellation of an order requires additional step of running of workflow background process.
