Symptoms

Shipping Tolerance is not checked when transacting move order using Header block of transact move order form.

EXPECTED BEHAVIOR
Move order should reflect order qty after any updates / cancellation

STEPS
1. Create and Book sales order for 6 CS
2. Pick Release and allocate 6 CS (Reserved)
3. Cancel 1 CS , Update order qty was updated on SO to 5 CS 
4. The allocations block of Transact Move order Lines Block does not allow transacting 6 CS which was reserved before cancellation as it will be over pick scenario which is correct, but the main header block allows you to transact 6 CS which is where the source of the problem.
