No values listing under Exemption to select.

EXPECTED BEHAVIOR

Values should be listed under Exemption to select


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Service Contracts Manager (R) -> Contract Administration -> Launch Pad.
2. Create a contract and provide exempt control as Exempt.
3. No list of values under exempt number to select.
