When attempting to apply 12.2.0 upgrade driver,
the following error occurs.

Error loading seed data for EXPENSE_TEMPLATE: EXPENSE_REPORT_ID = 2, REPORT_TYPE = Seeded Personal Expense, ORA-01422: exact fetch returns more than requested number of rows
