When attempting to process enrollments, the following error occurs. The issue happens even when the affected person has a payroll defined in his/her employee assignment.

APP-BEN-92403: When determining pay periods, a payroll id is required. This error has occurred in the following package : ben_distribute_rates.get_periods_between.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Log on to the Applications.

2. Choose the HRMS responsibility being used, e.g. US Super HRMS Manager.

2. Navigate to People-> Benefits Service Center.

3. Query the employee.

4. Set the Desktop Activities to 'Process Life Events'.
