OEXCEXP: Credit Exposure Report Fails When Run for All Customers (Doc ID 2315212.1)

Goal

Credit Exposure report submitted with ONLY the Credit Check Rule parameter i.e to be run for All Customers fails with the following error

MSG-00001: Credit_Check_Processor_API Unexpected Failure. Failed in BEFORE REPORT TRIGGER
REP-1825: Before Report trigger returned FALSE.
REP-0069: Internal error
REP-57054: In-process job terminated:Terminated with error:
REP-1825: MSG-00100: p_org_id:82
MSG-00200: Calling OE_CREDIT_CHECK_RPT.Credit_exposure_report_utils
MSG-00001: Credit_Check_Processor_API Unexpected Failure. Failed in BEFORE REPORT TRIGGER
REP-1825: Before Report trigger returned FALSE. here]

 While the OM Debug log shows

OUT of Get_unchecked_exposure,for the customer= 34087
l_cust_unchk_exposure =
l_return_status = U
OEXRCRCB: Credit_exposure_report_utils - Unexpected Error
EXCEPTION: User-Defined Exception
LEAVING OE_MSG_PUB.ADD

This is so because the Credit Limit setup is not set up for this Customer with id = 34087 ( referring to the log above)

The question is ,  

Is it necessary to have the Credit Limit Setup for all customers if Credit Exposure Report is submitted for All customers
