Match Rules Menu Missing In Setup Workbench After R12 Upgrade

Match Rules Menu
The menu option "match rules" is not appearing in the setup workbench.
1. Navigate to Development Manager > Setup > Setup Workbench
2. See the match rules tab is missing.
