Workflow Tab Does Not Appear In A Change Order (Doc ID 2315685.1)

Some users are unable to see the workflow tab on a submitted change order.

Steps to reproduce the issue
1. (N) Development Manager > Change Management > Create Change Order
2. Choose a Change Order type and click Continue
3. Enter the Change Order name and description.
4. Enter other mandatory details.
5. Enter an item.
6. Click Submit.
7. Click on Change Order number link.
8. Workflow tab does not appear.
