In Parent-Child Plans Element Values Do Not Copy Values To The Child Plan

Symptoms
ACTUAL BEHAVIOR
The name of a collection element is a number, let's say 3, in a child plan. The element name (3) becomes the Child Plan value when it is copied from the parent.
EXPECTED BEHAVIOR
The parent element value (not the element name) should populate the child plan.
STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility = Quality (QA)
Navigation = Setup-> Collection Plans
Query the parent plan
Many elements are setup as a number in the parent plan (the names are numeric)
2. Responsibility = Quality (QA)
Navigation = Setup-> Collection Plans
Query the Child Plan
Many elements are setup as a number in the child plan (the names are numeric)
3. Now, look at child plan via the parent,
Responsibility = Quality (QA)
Navigation = Results-> Update Quality Results
Choose the parent plan
Put cursor on parent plan which has an element with a numeric name (ie 3)
Say the element value is XYZ
Choose the Child Plan
The Element Value for the corresponding element in the child plan is 3
The child plan element value of element 3 should be XYZ.
