Cannot Create Sales Orders Or Update Sales Order Line Quantities (Doc ID 2316643.1)

Symptoms

When trying to create a sales order when click to the Line Items tab from the Order information tab, the following error occurs.

ERROR

ORA-01403: no data found
FRM-40735: WHEN-NEW-BLOCK-INSTANCE trigger raised unhandled exception ORA-04063

After clicking ok and attempting to enter the sales order line info. I enter the Order Item then tab to the Quantity field, after entering a quantity and tabbing out of the field or clicking save we receive the following error:
ORA-06508: PL/SQL: could not find program unit being called in Package OE_Order PVT Procedure Lines.

If query for a sales order that is already created using the order organizer, can open the order.
When click to the Line Items tab the FRM-40735 error noted above shows up in the status bar.
If then try to change the sales order line quantity, get the same ORA-06508 order which is noted above.


STEPS

The issue can be reproduced at will with the following steps:
1. Via the Order Management Responsibility.
2. Navigate: Orders, Returns > Order Organizer
3. Click to the Line Items tab from the Order information tab, the following error occurs.
