Taxes Are Being Calculated Incorrectly While Doing Partial Backorder

On : 12.1.1 version, Ship Confirm

ACTUAL BEHAVIOR
---------------
When a delivery detail is backordered after it was pick released, the India Tax Details form does not show the order line as backordered.
It shows taxes being computed as if the line was shipped.

EXPECTED BEHAVIOR
-----------------------
Expect that backordered lines will not show any taxes in the India Tax Details form

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Book an order with 4 lines
2. Pick release the order
3. In the Shipping Transactions form, see that all details are staged
4. Enter backordered quantity = requested quantity for one of the order lines
5. Go to the India Tax Details form
6. See that taxes are still being computed on the backordered line
