Retro-Notifications Report (Enhanced) Shows Unexpected Retro Entries After Change to Work Hours

Retro-Notifications Report (Enhanced) - PDF report shows many unexpected retro entries for an employee after work hours are updated.  Also, the reprocess date is set to the effective start date of the assignment.

The issue can be reproduced at will with the following steps:
1) Update the "Working Hours" under "Standard Conditions tab" on the assignment form for an employee
2) Ran the Retro-Notifications Report (Enhanced) - PDF report.
