E-Business Suite 12.2 Applications Technology Stack, Forms for Applications Technology issues

In E-Business Suite 12.2 when users navigate to System Administration -> Profile -> System, the following error is received:

ERROR:
ORA-00604: error occurred at recursive SQL level 1
ORA-06550: line 5, column 5:
PLS-00754: illegal reference to editioned object APPS.FND_ADG_COMPILE_DIRECTIVE
ORA-06550: line 4, column 37:
PL/SQL: Statement ignored
ORA-06550: line 5, column 5:
PLS-00174: a static boolean expression must be used
ORA-00604: error occurred at recursive SQL level 1
ORA-20099: E-Business Suite Patch Edition does not exist.
ORA-06512: at line 29

This error is also reported when running adadmin to compile apps schema, so the issue is not specific to forms.
