Routing Tab Does Not Appear In An Engineering Change Order In 12.2.6

Symptoms

The "Routing" tab does not appear in the Lines region of an engineering change order in 12.2.6.

Steps to reproduce the issue

1. (N) Development Manager > Change Management
2. Create a new change order or query an existing change order.
3. Go to "Change Simple Search" under Change Management menu.
4. Search for any existing change order.
5. Click on the change order number hyperlink.
6. Click on Lines tab.
7. The "Routing" sub tab does not appear.
