Cannot change Report Precision on a Quality Test once the test has been used.

It makes sense that the Stored Precision can't be changed, and it makes sense to not allow the Report Precision to be made higher than the Stored Precision, but if, for example, the Stored Precision is 3 and the Report Precision is 2, there doesn't seem to be any reason to disallow the Report Precision to be changed to 3.

Customer has been using Report Precision of 2, but some of their customers are now requiring 3. Since the Stored Precision is 3, they have the data out to 3 decimal places, so they should be able to change the Report Precision to 3. Because they cannot change the Report Precision on the Test, they also cannot increase it on the Spec.

They cannot create new Tests with different names, as the test names are standard names used in their industry, and they are printed on customer-facing reports,

The issue has the following business impact:
Due to this issue, users cannot use the precision their customers require on customer-facing reports.
