Symptoms

There is 'Maintain Cost attachments' menu option in

Financial: Budgets and "Forecasts > Maintain Budget Versions > View Budget (Task Summary): Cost Budget >

However, user is not able to add or maintain attachments since there is no attachment upload functionality in this screen.
