System Forcing Using To Re-run Contract Expert On Sol Amendment And Sol To Award (Doc ID 2318569.1)

Symptoms

On : 12.2.2 version, Solicitation

When attempting to do an amendment to a solicitation ,
the following error occurs.

ERROR
-----------------------

Type = Contract Expert
Title = Contract Expert
Severity = Error
Problem= Contract Expert has been partially run
Problem Details = Information suggested by Contract Expert might not be part of the Terms and Conditions. Please use Contract Expert.
Suggestion = Select Use Contract Expert to answer Questions and complete run.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Solicitation
2. Add Clause Template that is Contract Expert enabled.
3. Use Contract Expert and add clauses to the section via Contract Expert
4. Publish Solicitation
5. Contract Expert Tab
6. Create new Rule and link to same template that is on the Solicitation that is already published
7. BWC - Solicitation Tab - Create Amendment
8. Navigate to Contract Terms tab of the Sol Amendment
9. Select Validate from the Actions menu and click the Go button
10. The system presents the following error:

Type = Contract Expert
Title = Contract Expert
Severity = Error
Problem= Contract Expert has been partially run
Problem Details = Information suggested by Contract Expert might not be part of the Terms and Conditions. Please use Contract Expert.
Suggestion = Select Use Contract Expert to answer Questions and complete run.

CLM should not require the user to re-run contract expert. Instead, this should be a Warning Message and allow the user to proceed with publishing the Amendment.
