Symptoms

On :  12.1.3 version, US Payroll Tax Issues

ACTUAL BEHAVIOR  
---------------
Prior to the application of the HCM patches, an employee living and working in Virgin Islands (VI) had Federal Income tax (FIT) only.

Same applies to Guam.

No Virgin Island State income tax (SIT) tax deduction taken

EXPECTED BEHAVIOR
-----------------------
Federal Income Tax (FIT) only for employee living and working in Virgin Islands or in Guam

Expect no State Income Tax (SIT) tax deduction


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Applied the following PATCHES

26900000 - US & CANADA END OF YEAR 2017 STATUTORY UPDATE I FOR R12.1.X
Standard HR Global Post Patching Run
Quantum Version 4.2.4 (previous version was 4.1.1)

2. ran a quick pay before patches and after patches

3. Observed the wrong tax deduction taken


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot correctly deduct the taxes from the employees living and working in the Virgin Islands or Guam
