In Buyer Work Center (BWC) Quantity And Price Fields do Not Validate Decimal Separator

BWC quantity and price fields Does Not Validate Decimal Separator
When the user clicks on the quantity field on any OAF form after entering 12,5 in the 'Quantity' field, the value changes to 125.
When the user clicks on the 'Quantity' field after entering 12,5 in the 'Quantity' field, the user expects to receive a form validation error stating that the value is not valid, which will give the user the opportunity to correct the value entered. In this case, the user may not realize that the value had been changed to a whole and incorrect number.
Steps To Reproduce
1. Log into E-Business suite and select Purchasing responsibility.
2. Click on Create PO hyper-link and complete the required fields.
3. Click on Lines hyper-link.
4. Complete required fields plus the following:
Quantity = 12,5
Click on any other field The value in the 'Quantity' field changes to 125. No warning will be displayed.
