Payment Schedule Start/End Date for Contracts when Payment Start Date falls on the end of the month. (Doc ID 2320724.1)

On : 12.1.3 version, Lease Authoring

The payment stream end date is not shown correctly in case of periods when the payment start date falls on the end of the month. 

It should show the previous day of next payment start date.

The issue can be reproduced at will with the following steps:
1. Create a Contract with a Term of 18 and Start Date 30-Apr-2016.
2. Define Payments header as:

  Frequency: Semi-Annual
  Structure: Level
  Arrears: Yes

3. Define Payments as:

  a. 1 Period at some amount
  b. 181 Stub Days at some amount
  c. 184 Stub Days at some amount
4. Review the payments after they are created and these dates
  will be displayed:
  Periods 1 Start Date 30-Apr-2016 End Date 30-Oct-2016
  181 Stub Days Start Date 30-Apr-2016 End Date 28-Apr-2017
  184 Stub Days Start Date 29-Apr-2017 End Date 29-Oct-2017

Those dates are not as expected as the End Date of the first record is the same
as the Start Date of the next record for the first two records.
If the Start Date of the contract is changed to 16-Mar-2016, the dates
are updated to be as expected:

Start Date End Date
16-Mar-2016 15-Sep-2016
16-Sep-2016 15-Mar-2017
16-Mar-2017 15-Sep-2017
