"LNS: Billing" program not producing output to include all Loans.

"LNS: Billing" program should produce output for all Loans.

STEPS

The issue can be reproduced at will with the following steps:
1. Run "LNS: Billing" program
2. The output does not include all Loans as expected.



BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot see any output for some loans.
