On : 12.1.3 version, Invoices

When attempting to run PATTAR: PRC: Interface Invoices to Receivables
the following error occurs.

ERROR

Transferring all I for project ID. AutoAccounting error code=1
...
patgdebuff ORACLE error occurred while fetching transaction to transfer to RA

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Project responsibility.

2. Run PATTAR: PRC: Interface Invoices to Receivables
