When Returning Requisition Line With Encumbered in BWC, No Reversing Entry Is Not Created for Return (Doc ID 2321937.1)

Actual Behavior
When returning requisition line with encumbered in BWC, no reversing entry is not created for return.

Expected Behavior
When returning requisition line with encumbered in BWC, reversing entry should be created for return.

Steps to Reproduce

  1. Query requisition in BWC, check box next to line 2, click "Return" button
  2. Uncheck "Return Entire Requisition" box, click Apply
  3. click Tool > Confirmation message is shown.
  4. New requisition created appended with ".1", header indicates not reserved
  5. But line indicates it is reserved
  6. And distribution indicates it is not reserved
  7. Run 'Transfer Journal Entries to GL' for Purchasing, but no reversing JE is generated for the returned requisition line
