E-Business Suite Integrated SOA Gateway, REST Service Generation issues
Users report any REST service generation attempt fails in 12.1.3 and no unusual errors are reported in the oafm logs.
With SOA Logging enabled the following error appears in the SOALOG.log file:

Checking directory $INST_TOP/soa/PLSQL/<class_id>/REST few files are generated for any given service and there will be no .jca files created. in the
