Unable to create dependent with null national identifier after applying patch 26399286:R12.PER.C.

Before applying the patch users were able to create a Dependent with null national identifier.
The patch should give warning message only when creating a Dependent with invalid national identifier.

Users should be able to create Dependent with null national identifier.

The issue can be reproduced at will with the following steps:
1. Login application with Employee Self service.
2. Navigate to Personal Information --> Dependents And Beneficiaries.
3. Click Add/update.
4. Enter the required details and leave National Identifier field blank.
5. Now click on Submit button to create record, the page goes into exception.

The issue has the following business impact:
Due to this issue, users cannot create Dependent with null national identifier.
