R12.2: PRC: Update Project And Resource Base Summaries Running Long After R12.2.5 Upgrade

Symptoms
The "PRC: Update Project and Resource Base Summaries" program is taking more than 3 hours to complete after R12.2.5 upgrade.
We upgraded from R12.1.3 to R12.2.5
In R12.1.3, the program used to get completed in few minutes.
We reviewed the Doc ID 1635133.1 for the new Project Performance option 'Use Project Performance Reporting and Project Status Inquiry for Reporting' but this was not enough to improve performance.
The tkprof trace will show performance issue with similar sql calls:
