Error: The Instance Party Account id &IP_ACCOUNT_ID, provided does not exists in the Installed Base Party Accounts table

In Installed Base > Update Item Instance > Create Association, when attempting to enter a future start date when creating a new contact association
the following error displays at the top of the page
The Instance Party Account id &IP_ACCOUNT_ID, provided does not exists in the Installed Base Party Accounts table (ACTIVE_START_DATE=DD-MMM-YYYY)
The issue can be reproduced at will with the following steps:
1. Responsibility "Oracle Installed Base Agent user" > Search IB instance > Update > Create Association
2. Enter a start date greater than current date.
Due to this issue, users cannot create a new Installed Base instance association with a future start date.
