When performing a Spot Bid Tender action on a shipment, the action fails with the following exception:

STEPS:

1. Navigate to Shipment Management -> Buy Shipments

2. Search for and select a shipment

3. Select Actions -> Shipment Management -> Open Tender -> Spot Bid Tender
