REP-0501 and ORA-12516 Error while applying Arabic TST patch

Symptoms
On : 12.2.6 version, Online Patching - OP
When attempting to Apply Arabic TST patch the following error occurs:

Found Many Oracle Reports objects did not generate successfully in worker log and patch log.
Example Oracle Reports objects did not generate successfully as below.

1. Download Arabic TST patch given from Oracle
2. Source Run file system
3. Apply Arabic TST patch using ADOP cycle
