Error in Sourcing Workflow When Performing Online Discussions - 3120: Activity 'PONAUCT/[num]' Has No Performer

In Oracle Sourcing, Release 12.1.3 and later, the workflow system administrator user (usually SYSADMIN username) is receiving an error notification message after a Sourcing administrator has invited supplier users to participate in Online Discussion.
Due to this issue, it is unclear if all supplier users are receiving the online discussion notifications, and the workflow system administrator is unsure about the cause of the failure.

Steps To Reproduce
The issue can be reproduced at will with the following steps in Oracle Sourcing:
1. Create and publish a new RFQ, with many suppliers invited.
2. Open the RFQ and select Actions = Online Discussions
3. Select "New Message" and Create New Message for all participants.
4. The SYSADMIN user ends up receiving the notification failure.
