How to Refund Voluntary Deduction When There are No Earnings (Doc ID 2324401.1)

Goal

While trying to pay back a voluntary deduction taken in error, by entering a negative amount, Payroll will not process the assignment unless the employee has Gross Earnings as well as the voluntary deduction repayment. In order to process the repayment, payroll paid the employees a flat amount of 0.01 and the repayment processed correctly in the system.

We need a solution that will allow us to refund money to the employee without requiring earnings to be paid at the same time.
