Order Level Manual Modifier Not Available When Promotion Modifier Exists On Any Of The Order Lines (Doc ID 2324754.1)

Symptoms

If an order has a promotional goods modifier applied,
when attempting to select a manual modifier from the sales order header
the following error occurs.

ERROR
FRM-41830: List of Values contains no entries


STEPS
The issue can be reproduced at will with the following steps:

1. Responsibility: Oracle Pricing Manager
2. Navigate to: Modifier > Modifier Setup
     Shortname: QPXPRMLS
3. Query modifier and review its setup
     currency = EUR
  
  a) modifier no: <modifier number1>
  level = order
  modifier type = discount
  automatic is unchecked
  override is unchecked
  price phase = all lines adjustment

  b) modifier no: <modifier number2>
  level = line
  modifier type = discount
  automatic is unchecked
  override is unchecked
  price phase = all lines adjustment

4. responsibility: Order Management Super User (or equivalent)
5. Navigate to: Orders, Returns > Sales Orders
6. create sales order
7. enter line for item
    promotional goods (lines 2.1 and 3.1) are automatically added
8. update calculate price flag for all lines to calculate price
9. At line, Actions > view adjustments values are shown
10. click on header record
      Actions > view adjustments
      FRM-41830: List of Values contains no entries

Changes

Upgrading from 11i to 12.2.6 and this works fine in 11i
