After applying R12.BNE.B.delta.4 <patch: 19273341>
When Deleting or Inserting rows on a downloaded spreadsheet, the following error occurs.

Steps to reproduce on an instance where <Patch: 19273341> R12.BNE.B.delta.4 is applied.
General Ledger Super User
Budgets
Launch Budget Wizard
Create a seeded Budget spreadsheet.
Created 1 record
Select and try to delete row 12 (cells B - the last cell)
Delete
Get the message:
The cell or chart you're trying to change is on a protected sheet. To make change, unprotect the sheet. You might be requested to enter a password.
Review > Unprotect Spreadsheet
Click Delete again and get the message: Read-only fields cannot be changed.
Cannot delete nor update the contents in this spread sheet
However, if you click on the row 12 and highlight the entire row, then you can delete the row without getting any errors.
The issue does not occur on instances where the patch has not been applied.
