New Plan is not Visible in the Non-Flex or in Self-Service (Doc ID 2324826.1)

After creating a new plan for 2018, the plan does not display after processing the Open life event.

Expect to see the new plan available for enrollment after processing the Open life event.

The issue can be reproduced at will with the following steps:
1. Go to responsibility US Super HRMS Manager.
2. Follow Procedure B from Note 252099.1 > Add New Plans to create the new plan for 2018.
3. Navigate to People > Benefits Service Center and query an employee.
4. Process the Open life event.
Can see that the new plan is listed in Electable Choices but participant is unable to select it in the form.
